About This Position
ABOUT THE ROLE
This is a full-time position with the Department of the Military, located at Camp Rapid in Rapid City, SD. The Maintenance Program Manager falls under the Construction and Facilities Management Office, Operations and Maintenance Branch within the South Dakota Army National Guard. The role involves supervising workers and facilities across the state, managing preventative and grounds maintenance, and overseeing various maintenance-related activities. The work schedule is Tuesday-Friday, 6:30 a.m. to 5:00 p.m. (10-hour days), with the option to adjust the schedule. The selected individual will undergo a National Security Check to obtain a Common Access Card for access to federal computer systems.
KEY RESPONSIBILITIES
- Supervise a full-time force of over 30 employees across the state
- Assess employee performance and provide guidance, mentorship, and assistance
- Review invoices, determine work order funding, and prioritize work orders
- Conduct periodic inspections of all facilities
- Ensure strict adherence to all policies, procedures, and safety practices
- Provide customer service and respond timely to concerns from supervisors, employees, and customers
- Assist facility workers with HVAC, plumbing, electrical, and preventative maintenance as needed
- Develop plans and policies to increase the effectiveness and efficiency of facility operations
- Apply critical thinking skills to determine cost-efficient methods for facility maintenance
- Read and interpret blueprints and construction plans
- Accurately estimate costs of repairs and material requirements
- Prepare complete and concise reports and recommendations
- Travel at a minimum of 25% of the time
MINIMUM QUALIFICATIONS
- Valid driver's license
- Preferred experience combinations:
- Minimum of 36 months experience as a facility manager with at least 24 months as a supervisor of five or more employees; OR
- Bachelor’s degree in engineering, construction management, or related field with at least 24 months experience as a facility manager and at least 36 months as a supervisor of five or more employees; OR
- 60 months experience as a facility worker with at least 36 months as a supervisor of five or more employees
- Knowledge of facility maintenance including HVAC, plumbing, electrical, preventive maintenance, and grounds maintenance
- Knowledge of the work order process, including processing invoices, requesting quotes, and prioritizing work orders
- Knowledge of engineering principles, State of South Dakota procurement regulations, codified laws, adopted building codes, contracting procedures, military construction regulations, and OSHA guidelines
- Skill in managing personnel, providing mentorship, and developing effective working relationships
- Ability to work in a military environment, understand military protocol, operate Microsoft Office products, work from ladders/scaffolding/confined areas, and work outdoors
SPECIAL REQUIREMENTS
- Must undergo a National Security Check to obtain a Common Access Card
- Must undergo a background investigation (arrest/conviction record will not necessarily bar employment)
- Must verify identity and eligibility to work in the United States (Form I-9 and E-Verify required)
- The State of South Dakota does not sponsor work visas
- This position is exempt from the Civil Service Act
