Description
The City of Richmond's Department of Housing and Community Development (HCD) is seeking a highly motivated individual to fill a Project Development Manager role to manage and provide oversight of HCD projects and programs. The incumbent is responsible for increasing the city's affordable housing stock, stabilizing and diversifying neighborhoods, and minimizing displacement by using federal entitlement funding, such as CDBG, HOME, and other applicable grants, as needed. This role will primarily provide fiscal and administrative oversight for subrecipients rehabilitating owner-occupied housing, constructing new affordable housing, and other affordable housing projects as needed.
Duties include but are not limited to
Manages grants and contracts with subrecipients who are awarded federal funding, which includes overseeing administration of programs and services, program budgets, establishing targets and measures, and developing risk assessments.
Tracks and provides technical assistance on Section 3 and Davis-Bacon compliance for HCD-funded projects.
Assisting in environmental review documentation and compliance for NEPA and HUD regulations.
Ensuring conformance of program delivery with the City's Master Plan and Consolidated Plan, Equitable Affordable Housing Plan, as well as preparing the Consolidated Annual Performance and Evaluation Report (CAPER).
Responding to audit findings.
Assisting with writing and coordinating grants and reports as needed.
Monitoring subrecipients for compliance and progress towards goals.
Serving as a liaison between HCD and internal/external agencies, including other City departments, community partners, developers, and non-profits.
Attending staff meetings, council meetings, provider/partner meetings, and meetings with the general public.
Presenting reports and projecting updates.
Qualifications, Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
Bachelor's degree in construction management, urban planning, business, public administration, social sciences, or a related field
Two (2) years of related experience
An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to reach extending hands and arms in any direction, stand, push, pull, lift, finger (picking, pinching or otherwise working primarily with fingers), grasp applying pressure to an object with fingers or palms, talk, see, and hear. The employee is frequently required to climb, balance, stoop, crouch, crawl, walk, feel and use substantial repetitive motions of the wrists, hands and fingers. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
