Small Teams, Big Results: Why More People doesn't Always Mean More Capacity

More Hands, More Coordination

Whenever a difficult task must be carried out, the usual tendency is to bring in more people. If a project becomes important, we increase the number of people working on it. As a deadline draws near, we involve even more people in the discussion. When a problem spans several departments, we invite another group to the meeting. There is a sound reasoning for this: having more people can bring with it greater expertise, more experience, and greater capacity. On the other hand, there is a cost that leaders do not always take into consideration, each additional person means one more relationship to deal with, one more point of view to resolve, and one more channel of communication to maintain. At times the more pertinent question is not who else we should add, but whether the right people are already in the room.

The Rule of 100

When Steve Jobs was forming the Macintosh team at Apple he came up with a strict rule: the Mac team must never have more than 100 people. If anyone wished to join the team, another person had to leave first. The reason for this rule was almost personal since Jobs stated that he could not recall more than one hundred first names and that he only wanted to work with people whom he actually knew. In Jobs' view, going over that number would mean that the team would have to adopt a different kind of structure, one which would prevent him from remaining closely involved with the work. He also expressed this idea elsewhere, holding that a small number of truly excellent individuals, working closely together, could beat out a much larger number of average people. Although Apple itself later grew to become one of the largest companies in the world, the team responsible for creating the product which made the company famous remained intentional and deliberately small.

The Arithmetic of Coordination

There are practical reasons why a small team can beat a larger one. Communication is more straightforward. Each member clearly knows what is assigned to them, which means that accountability isn't lost in a large group. Decisions require fewer layers of coordination. Consider the arithmetic. A team of five people has ten possible one-to-one relationships. Grow that team to ten people, and there are 45. Get to twenty, and there are 190. Not every one of those relationships needs constant attention, but the math points to something real: headcount grows in a straight line, while the complexity of managing everyone's relationships grows much faster.

Small Isn't Automatic

This doesn't mean that small is always better. A team which has the wrong kind of expertise, no authority, or is not capable doesn't become effective merely because it is small. None of this means small is automatically better. Some problems, especially in government, genuinely need multiple agencies, disciplines, and stakeholders, because no single group has everything necessary to solve them. The goal isn't smallness for its own sake. It's intentional design: knowing who actually needs to be part of the work, who has information nobody else can reasonably supply, who has the authority to decide, and who is accountable for the outcome. Some people only need to be in the room for one conversation and don't need a permanent seat at the table. Getting that distinction right lets an organization draw on a wide range of expertise without pulling every contributor into every conversation.

The Discipline of Fewer Seats

The actual benefit of having a small team might not lie in its small number at all; rather, it is the discipline that being small imposes on everybody. When there are fewer places at the table, leaders have to carefully consider who takes one of those places, what each individual contributes, and what the group really exists for. This kind of discipline is most important within large organizations, where a certain amount of complexity is inevitable, even though a great deal of it isn't. A company that had grown immensely around it had managed to build something truly remarkable with a team that had deliberately kept itself small. The takeaway for the rest of us is smaller than Job’s particular story, but applicable in all situations: having more people in the room does not mean that there is greater capacity to get a task done. At times the most effective team is simply the right people carrying out clear work for a purpose that everyone actually understands.

KEY RESPONSIBILITIES - Oversee all financial operations and lead the annual operating and capital budgeting processes. - Supervise payroll to ensure timely and accurate staff payment, and monitor and approve budget expenditures. - Prepare cash flow projections, determine budgetary impacts, and make recommendations to senior management. - Direct the preparation of all financial reports in an accurate and timely manner. - Oversee the monitoring of grant funds and make recommendations on grant expenditures. - Direct and coordinate the agency’s financial affairs according to GAAP and City, State, and Federal regulations. - Oversee all procurement for DHCD. - Provide direction and recommendations to the Housing Commissioner on all financial matters. - Manage a team of approximately ten staff, providing guidance, training, and technical expertise. - Represent the agency before Baltimore’s Board of Estimates and the City Council on budget submissions and spending authority requests. - Serve as the point of contact with City Audits and external auditors, coordinating responses to audit requests and implementing process improvements. - Provide timely responses for pending legislation requiring financial analysis and a fiscal note. MINIMUM QUALIFICATIONS - Education: Bachelor’s degree in Business Administration, Public Administration, Management, or a related field from an accredited college or university. - Experience: 8 years of senior management, policy-driven operational responsibilities, including 4 years of experience managing homogeneous functions through subordinate supervisors. - Equivalency: An equivalent combination of education and experience is acceptable. - Preferred Qualifications: Experience in leadership management supporting staff professional development, 5 years directing a major program or project involving administrative policy formulation, and 5 years of experience in the Commercial or Public Finance industry or related field. ABOUT THE ROLE The Home Care Services Program (HCSP) is a Medicaid funded program providing long term care to medically fragile and vulnerable individuals requiring assistance with activities of daily living. The Homecare Executive Office provides administrative and managerial oversight of HCSP programs, collaborates with stakeholders, and serves as the primary representative with the New York State Department of Health (NYSDOH). The program is recruiting for one Deputy Director Administration MAP M-IV to function as an Assistant Deputy Commissioner, providing advisory support, operational oversight, and strategic direction. KEY RESPONSIBILITIES - Serve in an advisory capacity to the Deputy Commissioner of HCSP, providing guidance, program operations knowledge, and data analysis to inform policy and decision-making. - Provide administrative oversight and direct the overall operations of CASA Field Operations. - Provide administrative oversight and direct the overall operations of the Medical Review Team and Personal Care Services. - Oversee procurement of home care services for low-income persons who are disabled, aged, and blind, including housekeeping, home attendants, emergency home attendant services, and Consumer Directed Personal Assistance Program (CDPAP) services, and negotiate contract terms and rates with nonprofit vendors. - Oversee contract management activities for home care vendors, ensuring compliance with Federal and State regulations, licensure, certification, billing, and health and safety requirements. - Oversee HCSP computer systems and technological development, working with stakeholders to modernize program applications, mobile, and computer equipment, and enhance communications across programs. - Represent HCSP at external and internal meetings, events, and via written communication, liaising with senior DSS and HRA leadership, NYSDOH, and contracted vendors. - Establish program standards, managerial goals, and performance indicators, and oversee the creation, revision, and implementation of HCSP policies and procedures. - Work closely with the HCSP Deputy Commissioner and Chief Special Services Officer to develop and implement short and long-term goals and strategies supporting programmatic and administrative priorities. MINIMUM QUALIFICATIONS 1. A baccalaureate degree and four (4) years of full-time executive experience involving the direction of large numbers of employees, and having responsibility for the formulation and execution of programs and policy in a public or major social welfare agency, large hospital or hospital system, or large public health program; or 2. Education and/or experience equivalent to the above. All candidates must have at least one (1) year of the specialized experience described above. A master's degree in social work, public health, hospital administration, or other appropriate field will be accepted as equivalent to two (2) years of experience.
