About this role

ABOUT THE ROLE This is a provisional appointment within the Office of Homelessness Prevention Administration (HPA) under the HRA/Department of Social Services. The role functions as the Director of Rental Subsidies, overseeing the Renewal and Review Conference units. The Rental Assistance/Subsidies Program manages the ongoing payment and administration of the Living in Communities (LINC) rental assistance programs for homeless families. The Renewal unit oversees annual LINC subsidy renewals, while the Review Conference unit handles inquiries, complaints, and service requests from participants, landlords, tenants, and community advocates regarding Rental Assistance decisions. KEY RESPONSIBILITIES - Direct, coordinate, and monitor staff performance in the Renewal and Review Conference units to ensure adherence to HPA and HRA goals, policies, and performance standards, including proper staff assignment, training, and evaluation. - Assist in developing corrective action plans, new procedures, policy directives, bulletins, and staff training to eliminate deficit areas, and direct follow-up studies to ensure proper implementation. - Intercede when supervisory staff alerts of matters requiring higher-level involvement. - Liaise with governmental and non-governmental entities, including NYC Housing Court judges, DHS, HPD, NYCHA, elected officials, and community-based organizations to expedite critical Agency needs. - Participate in policy formulation and analysis by reviewing data from WMS, POS, RAD, CARES, NYCWAY, RADMS, and MIS, and evaluating agency and external reports. - Assure the integrity of the Review Conference process by leading staff, monitoring services, and ensuring work efforts fulfill the program's mission and adhere to guidelines. MINIMUM QUALIFICATIONS 1. A baccalaureate degree from an accredited college or university, plus four years of satisfactory full-time experience providing employment or economic support services to persons in need, with at least 18 months in a supervisory or managerial capacity; or 2. A four-year high school diploma or equivalent and eight years of full-time experience equivalent to the above, with at least 18 months in a supervisory or managerial capacity; or 3. Education and/or experience equivalent to 1 or 2. College credits may substitute for experience (30 semester credits equals one year of experience). All candidates must have at least a four-year high school diploma or equivalent and at least 18 months of supervisory or managerial experience. SPECIAL REQUIREMENTS - Provisional Appointment: Must take and pass the Administrative Job Opportunity Specialist (AJOS) exam when available to remain in the title. - Preferred Skills: Strong command of POS, WMS, and NYCWAY; strong management, supervisory, written and verbal communication, organizational, and analytical skills. - 55-a Program: Open to qualified persons with a disability.
