Engineering Manager - SR 520 Construction (WMS3)

ABOUT THE ROLE The Washington State Department of Transportation (WSDOT) is seeking an Engineering Manager in Seattle, WA, to oversee Project Offices managing WSDOT and consultant staff for the SR 520 Portage Bay Bridge and Roanoke Lid Project. This role leads integrated teams responsible for construction operations, environmental compliance, traffic impacts, third-party coordination, design support, right of way, utilities, testing, materials, and communications. The manager will handle complex project budgets, schedules, resources, consultant administration, risk, and workforce planning while providing strategic direction and mentorship. KEY RESPONSIBILITIES - Provide management, leadership oversight, technical guidance, and support to ensure Project Office Teams meet project goals and deliverables. - Mentor and support Project Office Team Managers. - Ensure timely and accurate reporting of project status, progress, and finance to Management and Executives. - Provide leadership and direction to State and Consultant staff to execute the work plan. - Assist teams in monitoring project scope, schedule, and budget. - Ensure teams identify and manage project risks. - Provide guidance in working with local agencies and stakeholders to resolve issues, negotiate permits, agreements, and changes. - Engage with City of Seattle counterparts to resolve project issues or disputes between contractors, the City, or WSDOT. - Approve change order requests at the Program/Region level. - Support teams in developing, planning, and implementing delivery strategies for project components. MINIMUM QUALIFICATIONS - Licensed as a Professional Engineer in Washington State, OR licensed in another state with the ability to obtain Washington licensure within six months of hire. - Proven ability to manage the delivery of complex design and construction projects, including planning, scope, schedule, budgeting, and quality management. - Expertise in budgeting, scheduling, environmental considerations, and quality assurance. - Experience applying civil engineering principles in transportation infrastructure design, analysis, and construction. - Knowledge of highway project development, NEPA, SEPA, permitting, right-of-way acquisition, and access management. - Ability to lead, mentor, and develop engineering and technical staff, including managing multi-discipline internal and consultant teams. - Effective verbal and written communication and negotiation skills, including presenting complex information to diverse audiences. - Demonstrated success coordinating and negotiating with local jurisdictions, tribal governments, the public, and regulatory agencies. SPECIAL REQUIREMENTS - Ability to conduct weekly field reviews and visits to active construction sites, possibly during inclement weather, near traffic, or on uneven or steep terrain. - Ability to travel to and from project sites, during emergencies, and occasionally to off-site conferences or statewide meetings. - WSDOT does not use the E-Verify system and is not eligible to extend STEM Optional Practical Training (OPT).
