About This Position

ABOUT THE ROLE The City of Richmond, Department of Public Utilities, Gas Division, is seeking a Management Analyst Senior to serve in a dual role as a Gas OQ Trainer and internal compliance auditor. The incumbent will handle staff training, proctoring, performance evaluations, and regulatory compliance field audits for Gas Operator qualification tasks and current Operations and Maintenance (O&M). This role is designed to reduce the burden on the current compliance auditor and training team, minimize potential civil penalties and bodily injury, and increase the reliability of the gas infrastructure to promote public and staff safety. KEY RESPONSIBILITIES - Conduct hands-on training sessions for gas-related tasks. - Administer operator qualification performance examinations and evaluations. - Perform random visits to audit new construction sites, gas maintenance activities, and customer service activities involving gas appurtenances. - Prepare and submit summaries of dispositions, field findings, code compliance, and O&M violations. - Audit construction inspectors in the performance of their required duties. - Collect data and provide input to improve existing SOPs, O&M best practices, and the Operator Qualification program. - Support DIMP mitigative strategies for incorrect operations or failure to follow procedures. - Support validation of new regulatory changes and Gas OQ Training unit activities, including destructive testing and public awareness events. MINIMUM QUALIFICATIONS - Bachelor's degree in business or public administration, or a field related to the assignment. - Four years of related work experience. - An equivalent combination of training and experience may be considered as approved by the department. - Knowledge of local, state, and federal codes regarding gas distribution systems, workforce training methods, and gas system components. - Proficiency with Microsoft Word, Excel, and general knowledge of GIS mapping systems. - Strong oral and written communication skills, with the ability to supervise, manage time, multitask, and create and deliver training materials. SPECIAL REQUIREMENTS - Valid Commonwealth of Virginia Driver's License. - Designated as Essential Personnel, requiring work during city closures due to public emergencies, hazardous conditions, or inclement weather. - Preferred: Familiarity with Title 49 CFR Parts 191 and 192, Title 29 CFR OSHA, API, NFPA 54, PHMSA, DIMP, PSMS, and OQ knowledge of gas pipe installation. - Preferred: At least eight years of field inspector or engineer experience in the natural gas industry and experience reading Gas/GIS map systems.
