About This Position
ABOUT THE ROLE
The Department of Social Services (DSS) and Human Resources Administration (HRA) are dedicated to fighting poverty and income inequality in New York City. The Housing Services Administration oversees housing stability and rehousing efforts. The Director of the Supportive Housing Rent-Up Unit provides direct oversight of housing coordinators, monitors program operations, and contributes to program planning to help formerly homeless individuals and families successfully exit shelter and secure safe, affordable permanent supportive housing.
KEY RESPONSIBILITIES
- Provide administrative oversight of rent-up unit operations to ensure compliance with City, agency, and government regulations.
- Collaborate with executive leadership to enhance protocols for coordinating, tracking, and placing homeless households into permanent supportive housing.
- Direct and guide staff to meet aggressive goals and produce high-quality deliverables on time.
- Manage relationships with HRA, DOHMH, DHS, NYCHA, HPD, and supportive housing providers to ensure expeditious client placement and regulatory adherence.
- Maintain consistent communication with government partners, property managers, and providers regarding policy initiatives and agency procedures.
- Prepare comprehensive statistical and analytical reports on homeless placements for DSS executive leadership.
- Review daily assignments, records, and databases to monitor unit progress.
- Participate in internal and external meetings, strategy sessions, and special projects, managing multiple priorities under tight deadlines.
- Conduct regular staff meetings and training for housing coordinators, identifying operational challenges and developing solutions.
- Participate in the NYC 15/15 RFP review process, coordinating proposal readers and providing timely recommendations to senior leadership.
MINIMUM QUALIFICATIONS
Applicants must be permanent in the Administrative Staff Analyst civil service title, or permanent in a comparable title eligible for 6.1.9 title change. Additionally, candidates must meet one of the following education and experience combinations:
1. A master's degree in a relevant field (e.g., public administration, finance, psychology, urban studies) and two years of satisfactory full-time professional experience, including 18 months in an executive, managerial, administrative, or supervisory capacity.
2. A baccalaureate degree and four years of relevant professional experience, including 18 months of supervisory experience.
3. An associate degree or 60 semester credits and six years of relevant professional experience, including 18 months of supervisory experience.
4. A high school diploma and eight years of relevant professional experience, including 18 months of supervisory experience.
5. A combination of education and experience equivalent to the above. College education may substitute for experience at a rate of 30 semester credits for one year of experience, but candidates must have a high school diploma and at least two years of experience (including 18 months supervisory).
SPECIAL REQUIREMENTS
- Civil service exam may be required.

- Residency Requirement: New York City residency is generally required within 90 days of appointment, with specific exceptions for continuous City employees of two or more years.
SELECTION PROCESS
Candidates will be evaluated based on their civil service status, minimum qualifications, and relevant experience. A civil service exam may be required as part of the competitive process, followed by an agency review and interview.
