Early Childhood Education Consultant, Bureau of Childcare

ABOUT THE ROLE The NYC Department of Health and Mental Hygiene, Bureau of Child Care, seeks an Early Childhood Education Consultant to monitor and make recommendations to childcare programs throughout New York City. This role ensures that child care services operate in compliance with the NYC Health Code and NYS Social Service regulations, protecting children's health and safety while supporting early childhood development and learning. KEY RESPONSIBILITIES - Evaluate and assess child care programs (center-based, residential, school-based, and after-school) for compliance with regulations and performance standards. - Provide consultation, guidance, and technical assistance to providers and staff on educational programming, classroom management, and best practices. - Serve as a resource on current trends and research in Early Childhood Education. - Issue notices of violation and recommend issuance, denial, or closure of child care permits/licenses for programs with imminent health hazards. - Examine records and files of programs, staff, and children to ensure regulatory compliance. - Investigate complaints about licensed child care services and allegations of unlicensed child care. - Represent the Department at professional conferences and development activities. MINIMUM QUALIFICATIONS 1. A master's degree in education from an accredited college or university, including or supplemented by 12 semester hour graduate credits in early childhood or elementary education, and three years of full-time satisfactory experience as: (a) director or educational director of a licensed pre-school/kindergarten program employing at least two licensed early childhood teachers; (b) teacher director of a licensed pre-school/kindergarten program employing at least one other licensed early childhood teacher; (c) consultant evaluating or providing expert advice for such programs; or (d) consultant evaluating or providing expert advice for such programs in a public agency. 2. A baccalaureate degree in education (including student teaching in early childhood education, pre-K to 2nd grade) and a master's degree in education, social work, psychology, or counseling, plus three years of full-time satisfactory experience as described in item 1. Note: Five years of satisfactory teaching experience as a licensed early childhood education teacher may substitute for the three years of experience required in item 1. Assignment Level II: Requires one additional year of the full-time satisfactory experience described above. SPECIAL REQUIREMENTS - Travel: Requires travel throughout the five boroughs using mass transit or a personal vehicle. - Physical: Must be able to carry and use mobile inspection equipment weighing approximately 15 pounds. - State Travel: Expected to travel to Albany, NY for training and elsewhere in the State for an annual NYS Regulator's meeting (expenses paid by the agency). - 55-a Program: Open to qualified persons with a disability.
