About This Position

ABOUT THE ROLE The NYC Financial Information Services Agency - Office of Payroll Administration (FISA-OPA) seeks a highly motivated and experienced Deputy Entity Director for the Comptroller's Office Accounting Business Team. This role serves as second-in-command to the Entity Manager and as a liaison between FISA-OPA and the Comptroller's Office, which manages the City's accounting system and produces the Annual Comprehensive Financial Report (ACFR). The individual will collaborate with a team of 7 Business Analysts to support the direction and upkeep of all accounting components of the City's Financial Management System (FMS3). KEY RESPONSIBILITIES - Professional Development: Assist in managing the team workload, supporting standard processes, fostering a collaborative environment, supporting staff development, and serving as a backup point of contact with other FISA-OPA teams. - Business Analysis: Perform business analyst activities, provide subject matter expertise, and define practical solutions for data requests and software enhancements. - Business Event Support: Oversee design and execution of cross-team task plans for operational and system configuration activities in FMS, assist with ad-hoc application activities, oversee business event simulations, and provide editorial review of bulletins. Evening or weekend support may be required. - Entity/Customer Relationship: Interface with Comptroller's Office business owners, serve as a secondary point of contact, and collaborate across internal and external agencies to ensure smooth Financial System operations. MINIMUM QUALIFICATIONS 1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or 2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or 3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or 4. Education and/or experience which is equivalent to 1, 2, or 3 above. SPECIAL REQUIREMENTS - Preferred Knowledge, Skills, and Abilities: Excellent communication, interpersonal, and organizational skills. Strong analytical and problem-solving skills within accounting or budget domains. Excellent customer service skills. Ability to work independently under pressure. Hands-on experience balancing and reconciling financial data sets. Extensive knowledge of the City's accounting business model and financial reporting structures. Experience with FMS accounting applications or FMS3. Proficiency with Microsoft Office and data mining/reporting tools (Oracle SQL developer, Crystal Reports, MS Access, Business Objects, Power BI). Ability to speak in front of user groups. Demonstrated project management and software development life cycle experience. Experience with at least 2 major ERP upgrades. - Residency Requirement: New York City residency is not required for this position. SELECTION PROCESS No exam is required for this position.
