About This Position

ABOUT THE ROLE The Department of Executive Services is seeking a Business and Finance Officer IV for the Facilities Management Division (FMD). Reporting to the FMD Finance Manager, this role is responsible for the FMD's Internal Service Fund (ISF), the main operating fund for FMD. The successful candidate will supervise four direct reports, provide technically specialized financial analysis, and lead innovative process improvements. This hands-on leader will manage cash flow, create biennial budgets, analyze fund variances, and ensure payroll accuracy while collaborating across all levels of the division to support King County's facilities and community impact. KEY RESPONSIBILITIES - Supervise the bi-weekly payroll process for all FMD staff - Manage ISF cash flow and create biennial ISF budgets - Lead biennial ISF central rate development for the budget - Analyze and report fund variances to various levels of King County - Financially monitor capital projects linked to the ISF - Work with the Deputy Director of Strategic Planning on continuous improvement projects - Collaborate with FMD section managers to improve each section's financial results - Periodically provide grant, bond, and regulatory compliance to designated oversight agencies - Support annual Federal and State Audits and the Annual Comprehensive Financial Report (ACFR) - Coordinate the purchasing card (P-Card) program for FMD - Manage day-to-day financial activities of the ISF, including budget to actuals variance reports, general ledger, and intercompany fund accounting transactions - Plan, develop, and implement revenue collection and related cash management systems - Lead the processing of invoices for capital and operating expenses, review transactions, reconcile reports, and create journal entries MINIMUM QUALIFICATIONS - Strong knowledge of budgeting and finance, including development, preparation, and justification of a large organization or program's budget - Experience monitoring budgets, preparing budget monitoring reports, and comparing budget to actuals information - Ability to interpret financial information, analyze variances, and explain the financial story of FMD's ISF - Knowledge and demonstrated ability to apply generally accepted accounting principles (GAAP) to create accurate financial reports - Experience with enterprise finance systems, analytical, and reporting tools such as Oracle (DBS), OBIEE (BI Insights), and PeopleSoft - Ability to plan, organize, prioritize, and complete work in a high-pressure environment with moving deadlines and changing priorities SPECIAL REQUIREMENTS - Desired qualifications include a four-year degree in accounting, Oracle EBS experience, capital project and fund management experience, experience in a contracting, design, and construction environment, and public sector budgeting and accounting experience - Exempt from the Fair Labor Standards Act (FLSA) - Full Time, 40 hours per week SELECTION PROCESS - The first review of applicants will be September 20, 2026 - If sufficient applicants are found, applications received after this date will not be reviewed - The recruitment process will include an at-home Excel test - King County is an Equal Employment Opportunity Employer HOW TO APPLY 1.
