About This Position
ABOUT THE ROLE
As a member of the Health Care for the Homeless Network (HCHN) team, this position supports highly complex invoicing and payment for over $10 million annually for 25+ programs, ensuring compliance with multiple Federal and local funder requirements. The role supports contracting processes in close coordination with the Finance Manager, Data and Contracts Specialist, and Contracts Manager. This recruitment will create an eligibility pool to fill additional Career Service, Term-Limited Temporary (TLT), or Special Duty Assignment (SDA) vacancies that may occur over the next six months. The team operates on a hybrid model with three days in the office.
KEY RESPONSIBILITIES
- Conduct budget-to-actuals analysis for assigned grants and contracts, reconciling discrepancies and preparing financial reports.
- Oversee complex financial management functions related to federal, state, and local grants, including invoicing, reporting, and compliance with 2 CFR 200 requirements.
- Manage contract billing and financial reconciliations, ensuring accuracy and timeliness of deliverables.
- Support grant lifecycle management: pre-award, award, post-award, close-out, and audit readiness.
- Assist in journal entry preparation and financial data tracking in Oracle E-Business Suite (EBS).
- Collaborate with program managers and leadership, providing accurate fiscal data and guidance on grant and contract spending.
- Lead or support special projects to improve financial processes, enhance compliance, and strengthen fiscal accountability.
- Attend and participate in fiscal team meetings, training sessions, and process improvement initiatives.
MINIMUM QUALIFICATIONS
- Experience in financial management, grant or contract administration, and compliance with federal, state, and local regulations.
- Demonstrated knowledge of grant lifecycle management, including budget tracking and financial reporting.
- Proficiency in using financial software systems including Oracle E-Business Suite.
- Strong analytical skills, attention to detail, and organizational ability to manage multiple priorities.
- Effective communication and collaboration skills to work across teams.
SPECIAL REQUIREMENTS
- Must reside in Washington state within a reasonable distance to the King County worksite.
- Must pass a thorough background investigation.
- Required to protect the privacy and security of protected health information as defined in State and Federal Law.
- Proficiency with Microsoft Office and web-based enabled tools.
- Adherence to OSHA/WISHA guidelines, including completing mandatory trainings on time and obtaining required immunizations.
- May be assigned duties outside the regular job description during emergencies, including nights, weekends, or deployment to other locations.
- Desired qualifications include experience with 2 CFR 200, reconciling financial transactions, and preparing audit-ready documentation.
