About This Position

ABOUT THE ROLE Full-time position at the Department of Parks & Recreation, CP System & Analysis department, located at the Olmsted Center in Queens. This role directs the Capital Integrated Data Solutions (IDS) unit, managing data, technology, applications, reporting, and record retention that supports the entire Capital Division and its past, present, and future projects. KEY RESPONSIBILITIES - Direct a technical and central support unit implementing strategy for programs, applications, infrastructure, and data systems. - Manage and allocate staff appropriately throughout the unit to achieve Capital Division needs. - Lead Document Services and Historic Archives, including digitization, archival research, and document reviews gating procurement. - Own the division's Oracle Primavera Unifier program, directing the Unifier Development team and overseeing upgrades. - Oversee an Application Development team building and maintaining custom applications supporting Capital workflow. - Own the Capital Division's 10+ platform enterprise software portfolio, ensuring 100 percent license compliance and governance. - Direct cybersecurity and compliance reviews for technology acquisitions in coordination with OTI and NYC Cyber Command. - Establish and maintain IT service management practices in ServiceNow, aligned to ITIL. - Direct Technical Support and CAD Support, covering deployment, endpoint management, and end-user training. - Oversee network, telecommunications, and end-user computing infrastructure for the Olmsted Center and field locations. - Direct the Data Systems team to safeguard data integrity and resolve user issues within established service levels. - Own capital reporting and analytics, including Mayor's Management Report (MMR) submission and executive dashboards. - Lead the Capital Division's GIS program, maintaining accurate project location data in ESRI ArcGIS. MINIMUM QUALIFICATIONS Must have current professional/vendor certifications and one of the following: 1. A master's degree in computer science or a related field AND 12 months of satisfactory full-time specialized experience in computer applications development, planning, design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management. 2. A baccalaureate degree AND 24 months of satisfactory full-time specialized experience as described in 1 above. 3. A four-year high school diploma or equivalent AND 24 months of satisfactory full-time specialized experience as described in 1 above plus 48 months of information technology experience. 4. A satisfactory combination of education and experience equivalent to 3 above (30 semester credits equals 12 months of experience, up to 48 months). Candidates qualifying under 2, 3, or 4 must have at least a high school diploma and 24 months of specialized IT experience.
