About This Position

ABOUT THE ROLE The City of Richmond Department of Public Utilities is seeking a qualified candidate for the Engineer, Principal position in the Gas Division. This role is responsible for technical services related to pipeline engineering, compliance operation, and construction activities for Richmond Gas Works (RGW) natural gas facilities. This is an Unclassified position that serves at the will of the Appointing Authority. KEY RESPONSIBILITIES - Manage the engineering design process, including reviewing and analyzing detailed plan designs, technical studies, and processing applications, permits, change orders, and other documentation for development or improvement projects. - Perform engineering activities related to the design, operation, and maintenance of company pipeline and related natural gas facilities. - Assist engineering staff with developing bid proposals, contracts, design specifications, and material lists for natural gas projects. - Develop, review, and update plans, manuals, forms, compliance records, and documentation. - Develop and monitor assigned budgets, review and submit funding requests, monitor expenditures for compliance, and prepare and present budget recommendations. MINIMUM QUALIFICATIONS - Bachelor's Degree in engineering. - Five years of professional engineering experience. - Knowledge of plastic and steel pipeline design standards, corrosion control standards, city bridge and roads standards, VDOT design standards, and Code of Federal Regulations (CFR) part 192. - Intermediate to advanced knowledge of pressure regulation (theoretical and practical) and meter set assembly design. - Intermediate to advanced knowledge of procurement laws for design consultant selection and contractors, project management, and MBD minority business goals. - Demonstrated knowledge in reading and interpreting GIS maps and AutoCAD plans, and hydraulic modeling. - Intermediate to advanced level mathematics including geometry, calculus, and statistics. - Proficient in the use of Microsoft Office Suite. - Excellent oral and written communication skills with the ability to manage and supervise others and navigate difficult situations. SPECIAL REQUIREMENTS - Some assignments may require a valid Driver's License with a satisfactory driving record, and a valid Commonwealth of Virginia Driver's License must be obtained within 30 days of hire. - Preferred Training and Experience: Bachelor's Degree in Mechanical or Civil Engineering, and five years of natural gas utility engineering experience. - Physical Requirements: Sedentary work exerting up to 10 pounds of force occasionally. Requires frequent standing, walking, fingering, talking, seeing, and hearing. - Environmental Hazards: May include exposure to travel, hazardous physical conditions (mechanical parts, electrical currents, vibrations), atmospheric conditions (fumes, odors, dusts, gases, poor ventilation), inadequate lighting, intense noise, and disruptive or threatening environments.
