About This Position

ABOUT THE ROLE The Accounting Division of the Office of the Chief Financial Officer is seeking an Accounting Supervisor to manage the Financial Reporting section. The primary focus is ensuring the accurate and timely delivery of the Annual Comprehensive Financial Report (ACFR) and managing the City-wide external financial audit to meet critical deadlines. This role leads a staff of five accountants, provides direction on city-wide accounting processes, and uses independent judgment on complex, interpretive, and evaluative accounting issues. The supervisor collaborates with city bureaus on accounting practices and internal controls, and works closely with the Enterprise Business Support team regarding SAP systems applications, all under the supervision of the City Controller. KEY RESPONSIBILITIES - Manage the delivery of the Annual Comprehensive Financial Report (ACFR) and oversee the City-wide external financial audit - Lead, supervise, and monitor the performance of a staff of five accountants in accordance with the Division’s vision and goals - Ensure equitable service delivery to a wide range of internal and external customers - Recommend accounting process and system improvements - Plan and execute continual improvement initiatives - Collaborate with and advise city bureaus and management on matters of accounting practice and internal controls MINIMUM QUALIFICATIONS - Experience applying the principles and practices of governmental accounting and financial reporting, including applicable standards such as GAAP, GASB, and FASB - Experience preparing clear, concise, and comprehensive financial statements, reports, and written materials, and communicating effectively to a variety of audiences - Ability to analyze and make sound recommendations on complex financial operations, procedures, controls, and enhancements to automated accounting systems - Ability to apply the principles and practices of effective supervision, including planning, assigning, coordinating, and reviewing the work of assigned staff - Ability to develop and maintain effective working relationships SPECIAL REQUIREMENTS - Work is performed in-person at The Portland Building - Preferred qualifications include experience with SAP or other large ERP systems, a Certified Public Accountant (CPA) license, and experience working with the Annual Comprehensive Financial Report (ACFR) - Starting pay is determined based on experience listed in the resume that is directly related and equivalent to the position, in compliance with the Oregon Equal Pay Act SELECTION PROCESS - Application Review: Week of September 7th to ensure minimum qualifications are met - Notice and Feedback: Week of September 14th, with an option to request a review within 14 days if disagreeing with evaluation results per City Administrative Rule 3.01 - Selection Process: Mid to Late September, including application review by the hiring bureau, interviews, and reference checks - Conditional Job Offer: Early October, which may include a background or driving record check depending on the position HOW TO APPLY - Submit a resume and cover letter by the closing date of September 7, 2026, at 11:59 PM Pacific - Optionally submit Veterans’ Preference documents (DD214-Member 4 and/or VA Benefit Letter) if applicable - For questions or assistance, contact Tamela Ressler, Senior Recruiter, at Tamela.Ressler@portlandoregon.gov EMPLOYMENT DETAILS - Employer: City of Portland - Bureau: Office of the Chief Financial Officer - Job Type: Regular, Full-Time - Job Number: 2026-00783 - Work Schedule: Monday through Friday, 8:00 AM to 5:00 PM, or ability to work an alternate schedule - Union Representation: Non-Represented - Location: Portland Building, 1120 SW 5th Ave, Room 987, Portland, Oregon, 97204
