About This Position
ABOUT THE ROLE
The City of Charleston is seeking a Senior Director to direct and manage comprehensive housing and community development programs while ensuring compliance with federal, state, and local regulations. This role provides strategic direction and operational oversight for affordable housing, neighborhood revitalization, housing rehabilitation, human services, financial and technical assistance, and grant administration.
KEY RESPONSIBILITIES
- Lead and manage the department’s housing and community development functions
- Develop and execute short and long-range strategies to expand housing affordability and increase housing supply
- Create affordable housing opportunities by identifying development and rehabilitation opportunities, evaluating public-private partnerships, and leveraging financing
- Identify and leverage housing and community development resources, including local, state, and federal funding, grants, and tax incentives
- Serve as liaison to legislative groups, task forces, non-profit foundations, and community-based organizations
- Direct the administration of department budgets, grants, contracts, agreements, and funding programs
- Lead and manage a high-performing team, including hiring, assigning work, coaching, supervising, and evaluating staff
- Establish and monitor departmental performance measures, priorities, and work plans
- Build and maintain strategic partnerships with City departments, elected officials, agencies, developers, lenders, and community organizations
- Lead community needs assessments, market analyses, housing studies, and community improvement initiatives
- Advise City leadership, boards, commissions, and decision-makers on housing and community development matters
- Develop, recommend, and implement policies, programs, and legislative initiatives supporting housing affordability and sustainable community development
MINIMUM QUALIFICATIONS
1. Bachelor's Degree in Public Administration, Planning, Finance, Real Estate Development, or a related area
2. 10+ years of related experience in housing development, real estate development, finance, planning, public administration, or a related field
3. 4 years of managerial experience
- An equivalent combination of education and experience will be considered
SPECIAL REQUIREMENTS
- Master's degree preferred
- Experience with complex legal documents, development agreements, contracts, executive communications, master plans, design guidelines, construction site plans, budget documents, technical reports, and strategic or operational plans is preferred
- No additional certifications required
- May require working evenings, weekends, and holidays as scheduled
- Subject to 24-hour shifts or emergency schedules during major storms or other emergency situations to meet the City’s needs
