About This Position

ABOUT THE ROLE The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families. The Division of Youth and Family Justice (DYFJ) provides services for youth in the juvenile justice process, operating secure detention facilities including the Horizon Juvenile Center in the Bronx. This role oversees facility staffing, administrative contracts, housekeeping, staff development, and coordination with various ACS divisions and external oversight agencies to ensure smooth, compliant, and supportive facility operations. KEY RESPONSIBILITIES - Monitor and conduct analyses of facility staffing to ensure balanced allocation, tracking schedules, overtime, and extended leaves. - Work with the Executive Director to monitor administrative contracts (uniforms, cleaning, personnel) and submit procurement requests. - Manage performance and learning, including coordinating and tracking staff professional development and mandated trainings. - Manage the Housekeeping Unit responsible for daily cleaning, painting, and laundry services. - Coordinate with other ACS divisions on repairs, facility maintenance, and building security. - Coordinate with the Crossroads counterpart on new initiatives and process improvements to ensure uniformity. - Work collaboratively with the ACS Employment Law Unit on disciplinary referrals. - Liaise with ACS Human Resources regarding timekeeping, workers’ compensation, long-term staff leaves, and employee clearances. - Liaise with the NYC Department of Investigation, NYS Justice Center, and NYS Office of Children and Family Services for oversight responses and visits. - Support development of goals and metrics for the facility. - Monitor and assist with facility operations, programs, and special projects as directed. MINIMUM QUALIFICATIONS 1. A master's degree in social work from an accredited school of social work and four years of full-time, paid professional experience in a child care institution or group work with children in a child care setting, including two years in an administrative capacity; or 2. A master's degree from an accredited college in sociology, psychology, education, public administration or a closely related field, and five years of full-time paid professional experience as described above, including two years in an administrative capacity; or 3. Education and/or experience equivalent to the above. However, all candidates must have two years of administrative experience in a child care setting. SPECIAL REQUIREMENTS - This assignment is at a secure detention facility operating 24/7. The schedule may include evening hours, Saturdays, Sundays, holidays, and mandatory overtime based on agency needs. - Subject to Section 424-A of the New York Social Services Law, requiring inquiry into whether a candidate has been the subject of a child abuse and maltreatment report. - Open to qualified persons with a disability eligible for the 55-a Program.
