About This Position
ABOUT THE ROLE
The Department of City Planning (DCP) Information Technology Division seeks a Director of Geographic Data and Engineering (GDE) to provide strategic leadership and oversight of the Division's Geographic Information Systems (GIS) and Data Engineering portfolios. Reporting to the Chief Information Officer, this role manages, modernizes, and delivers critical geospatial and data services. The Director ensures architectural and data governance standards, promotes secure and scalable GIS solutions, and drives the delivery of innovative, reliable systems that support DCP's mission to shape the future of New York City.
KEY RESPONSIBILITIES
- Lead a team of GIS Specialists and Data Engineers to support agency geospatial needs.
- Develop and implement comprehensive geospatial data and service strategies.
- Manage design, development, and maintenance of GIS databases, services, applications, and maps.
- Maintain and upgrade GIS and Data Engineering infrastructure on-premise and in the cloud.
- Ensure agency compliance with Local Law 11 of 2012 (Open Data Law).
- Plan and implement data classification and data governance strategies.
- Manage vendor relationships, service-level agreements, contracts, and budgets.
- Allocate resources strategically across competing project priorities.
- Establish performance expectations, conduct formal evaluations, and foster a high-performance culture.
- Drive recruitment, onboarding, retention, coaching, and succession planning for GDE staff.
MINIMUM QUALIFICATIONS
1. Six years of progressively responsible full-time paid experience supervising or administering computer operations involving a large-scale mainframe, network, or multi-tier computer environment, with at least 18 months in an administrative, managerial, or executive capacity.
2. A baccalaureate degree from an accredited college or university may substitute for a maximum of two years of general experience.
3. A master's degree in Computer Science, Computer Engineering, Electrical Engineering, Business Administration, Public Administration, or Management of Administration may substitute for a maximum of one year of general experience.
SPECIAL REQUIREMENTS
- Must have permanent Civil Service status in the Computer Operations Manager civil service title, be reachable on the Computer Operations Manager civil service list, or serve in a comparable civil service title.
- Authorization to work in the United States is required; no visa sponsorship is offered.
- Eligible for the 55-a Program for qualified persons with a disability.
- Preferred skills include 6+ years of managerial experience leading a GIS or geospatial data team, knowledge of ArcGIS, QGIS, and Python, and experience with enterprise geodatabase management.
