Director of Geographic Data Research (GDR)

ABOUT THE ROLE The Information Technology Division (ITD) of the Department of City Planning (DCP) seeks a Director of Geographic Data Research to provide strategic leadership and oversight of the Division's Geographic Data Research portfolio and team. This technology leadership role manages, modernizes, and delivers critical geographic data research and updates that support the collection, processing, analysis, and dissemination of geospatial data across the agency and to external stakeholders. The Director ensures Property Address Directory (PAD) and Citywide Street Centerline (CSCL) data remain current and accurate, overseeing platforms and services that deliver authoritative data to internal and external applications, decision-support systems, and the City's Open Data Portal. Reporting to the Chief Information Officer, the Director establishes strategies to maintain and improve data processing and delivery. KEY RESPONSIBILITIES - Lead and mentor a team of geographic researchers with backgrounds in geography, urban planning, environmental science, and GIS. - Research and verify requests using historical imagery, maps, and site plans, making edits to authoritative data sources. - Ensure daily maintenance, accuracy, and integrity of PAD and CSCL datasets. - Publish quarterly updates of CSCL and PAD, and bi-weekly UPAD updates. - Coordinate routine and ad-hoc data and software releases with DOB and OTI to keep citywide systems synchronized. - Set research standards and QA/QC protocols for verifying address, street centerline, and boundary changes. - Direct decennial Census address and unit verification work. - Serve as primary liaison to partner agencies and Borough President offices on data exchange and dispute resolution. - Manage vendor relationships, service-level agreements, contracts, and associated budgets. - Allocate resources strategically across competing project priorities. - Establish clear performance expectations, conduct formal performance evaluations, and drive recruitment, onboarding, and retention of staff. - Provide coaching, mentoring, and professional development guidance to GDR staff. MINIMUM QUALIFICATIONS 1. Six years of progressively responsible full-time paid experience supervising or administering computer operations involving a large-scale mainframe, network, or multi-tier computer environment, with at least 18 months in an administrative, managerial, or executive capacity. 2. A baccalaureate degree from an accredited college or university may substitute for a maximum of two years of general experience (30 semester credits equal six months of experience). 3. A master's degree in Computer Science, Computer Engineering, Electrical Engineering, Business Administration, Public Administration, or Management of Administration may substitute for a maximum of one year of general experience (30 graduate semester credits equal one year of experience). Undergraduate or graduate credits cannot substitute for the required 18 months of managerial experience. SPECIAL REQUIREMENTS - Exam may be required. - Only candidates with permanent Civil Service status in the Computer Operations Manager title, those reachable on the civil service list, or those serving in a comparable civil service title will be considered. - Authorization to work in the United States is required; no visa sponsorship is offered. - Open to qualified persons with a disability eligible for the 55-a Program.
