ABOUT THE ROLE This is a full-time position with the City of Cleveland, within the Department of Public Utilities - Water, Information Technology Division. The role involves managing the technical aspects of a major section of the Data Processing Organization, including application development, database administration, standards, and software support. The position requires aligning daily operations with the City's guiding principles, which include placing Clevelanders at the center, empowering employees, defining clear objectives, leading with trust and transparency, striving for equity, and embracing change. KEY RESPONSIBILITIES - Plan, organize, and manage the technical aspects of the Data Processing Organization - Manage the design, development, implementation, and maintenance of management information systems - Direct the efforts of staff regarding all technical aspects of the department - Establish and maintain status reports to provide progress and problem visibility to customers and management - Organize or modify the organization as required to optimize schedules, budgets, and technical excellence - Maintain close contact with customer representatives to identify and respond to requests - Ensure potential sources of problems are communicated to the Division Manager - Assist in department staffing, coordinate recruiting efforts, and manage employment offers - Assign tasks, appraise subordinates, and recommend new hires, terminations, or other changes in employee status - Perform other job-related duties as required MINIMUM QUALIFICATIONS - Bachelor's Degree in Computers, Information Processing, or a related field from a four-year college or university - Three years of IT experience required (Substitution: Two years of any equivalent combination of education, training, and experience may substitute for each year of college education lacking) - Expertise in Microsoft Windows 2000 Server and related servers (Exchange, ILS, DNS, WINS, IAS, Proxy, and various other Microsoft Server/Utility Software) - Knowledge of Windows 98/NT/200XP client software, Microsoft Office Suites, Vision Project, and other utilities - Proficiency with network hardware and configuration, including routers, switches, and firewalls - Proficiency with common Enterprise software such as Norton Enterprise, Antivirus, Cisco Works, OpenView, SnifferPro, and LanGuard - Capability to assemble and configure servers/workstations and install all related software - Knowledge of various operating systems such as Unix, Linux, and VMSA SPECIAL REQUIREMENTS - Must be able to lift and carry a minimum of thirty pounds (for lifting and transporting computer and network equipment) - Valid State of Ohio driver's license required - MCSE or CCNA Certifications are preferred but not required SELECTION PROCESS Not explicitly detailed in the provided job description.
