About This Position

ABOUT THE ROLE Salt Lake City is seeking an HR Business Partner II to provide strategic HR support to assigned city departments, with the current assignment being the SLC Police Department. This role helps leaders navigate complex workforce needs and supports employees across the department. The position plays a key role in workforce planning, staff development, performance management, complaint investigation, union contract interpretation, grievance and discipline administration, classification and compensation, and change management. Experience providing HR or administrative support in a law enforcement or public safety agency is preferred. KEY RESPONSIBILITIES - Consults with management on HR-related issues, suggests new HR strategies, and provides HR guidance - Serves as primary contact and subject matter expert for managers and employees on employee relations, labor relations, conflict resolution, performance evaluation, and policy compliance - Provides direction and support in investigating complex labor and personnel issues, conducts internal investigations, and writes summary findings with recommendations - Analyzes data to build consensus and collaborates with management on organizational development, succession planning, classification, compensation, and change management - Works closely with employees, labor representatives, and management on labor contract issues and union grievances - Provides guidance to ensure compliance with state, federal, and city HR policies, procedures, laws, and regulations (FLSA, FMLA, EEO, ADA) - Partners with all HR divisions to administer HR initiatives, projects, and programs - Leads or participates in project management to create, revise, or improve HR policies, procedures, and practices - Maintains knowledge of legal requirements related to HR management to reduce legal risks and ensure regulatory compliance MINIMUM QUALIFICATIONS - Bachelor's degree in Human Resource Management, Business Administration, Public Administration, or a closely related field - Five or more years of professional experience in human resource management, including emphases in employment law, recruiting, workplace investigations, and resolution of complex employee relations issues - Directly related work experience may substitute for education on a year-for-year basis; a master's degree in a related field may substitute for up to two years of experience - Highly developed communication (verbal, written, listening, presentation) and strong interpersonal skills - Demonstrated ability to empathize and reason in sensitive and stressful situations - Strong data analysis, project, and time management skills, with the ability to manage multiple conflicting priorities - Proficiency in HR Information Systems, Microsoft Office Suite, and project management tools SPECIAL REQUIREMENTS - Ability to handle sensitive and confidential situations and information with discretion and professionalism - Considerable exposure to stress as a result of human behavior and job requirements - May require frequent travel between office and department or meeting locations - Experience in a law enforcement or public safety agency is highly preferred SELECTION PROCESS 1.
