About This Position
ABOUT THE ROLE
The City of Baltimore offers opportunities to drive social impact and serve citizens in a vibrant, diverse atmosphere. The Superintendent of Plans and Inspections oversees the review of plans for highway and new development construction projects and responds to citizen requests for traffic control devices to ensure compliance with traffic maintenance regulations and standards. This role involves supervising investigative and engineering personnel, receiving general supervision from a technical superior, and working a conventional workweek in an office setting with minimal physical exertion, though emergency callbacks may be required.
KEY RESPONSIBILITIES
- Oversee the review of plans for highway and new development construction projects
- Respond to citizen requests for traffic control devices
- Ensure compliance with traffic maintenance regulations and standards
- Supervise, assign, review, and approve the work of investigative and engineering personnel
- Read and interpret engineering drawings
- Review and approve plans for a variety of projects
- Maintain effective liaison with others
- Analyze work procedures for efficiency and cost-effectiveness and develop recommendations
- Maintain records and write narrative and statistical reports
MINIMUM QUALIFICATIONS
1. Education: Have an associate degree from an accredited college.
2. Experience: Have five years of experience in traffic engineering or traffic investigation work, including two years of lead responsibilities such as assigning, reviewing, and approving the work of others.
3. Equivalency: An equivalent combination of education and experience may be considered. Non-specialized experience or education may not be substituted for required specialized experience.
SPECIAL REQUIREMENTS
- Must possess a valid Maryland Class C Noncommercial driver's license or an acceptable equivalent out-of-state license. Provisional driver's licenses or learner permits are not accepted.
- A copy of the valid driver's license must be uploaded with the application at the time of applying.
- Candidates under final consideration for positions of trust must complete authorization for a Criminal Background Check and/or fingerprinting.
- All selected persons, including current City employees, must complete a mandatory six-month probation period.
- Education must be obtained from an accredited institution. Credentials obtained outside the US must be evaluated for US equivalency by a NACES member agency.
SELECTION PROCESS
- Candidates indicating minimum qualifications on their applications will be placed on the eligible list without further examination.
- Training and experience will be evaluated for appropriateness and quantity based on the application.
- Qualified candidates will not be listed in rank order.
- The examination consists of a rating of education, training, and experience as presented on the application.
- Applicants may be required to complete supplemental questions to examine specific Knowledge, Skills, and Abilities.
- Successful applicants will be placed on the employment certified eligible list for at least six months.
