About This Position

ABOUT THE ROLE The New York City Mayor’s Office oversees city services and manages public property, focusing on affordability, inequality reduction, public safety, and economic strength. The Mayor’s Office of Child Care and Early Childhood Education (OCCECE) coordinates the Universal Child Care priority across multiple agencies. The Senior Advisor for Digital Strategy reports to the Executive Director and supervises the Data Manager. This role leads strategic planning and implementation of technology solutions to strengthen child care program delivery, working at the intersection of policy, operations, and digital innovation to align technology investments with NYC leadership priorities. KEY RESPONSIBILITIES - Partner with program leads, executive leaders, and stakeholders to translate operational and policy needs into actionable technology initiatives. - Contribute to ideation, efficiency, and research workstreams addressing program needs. - Articulate use cases for new IT solutions that further child care and early childhood education goals. - Analyze and score technology proposals for feasibility and alignment with program needs. - Oversee the design, deployment, and governance of digital tools, data systems, and infrastructure. - Lead multi-disciplinary teams across IT, data, product, program operations, and legal/policy counsel. - Establish performance metrics and evaluate the impact of technology initiatives on service delivery and equity. - Identify opportunities to modernize legacy systems, streamline workflows, and adopt automation. - Create and administer robust technology and project governance processes. - Champion child care innovation, change management, and continuous improvement. - Engage in broader child care policy work as a senior leader. - Supervise, manage, and coach the Data Manager. MINIMUM QUALIFICATIONS - 8+ years of senior leadership experience directing technology, digital strategy, and program operations. - 8+ years of project management experience implementing complex technology solutions in government or highly regulated environments. - Proven success aligning technology initiatives with organizational goals. - Strong program analysis and documentation skills, including business requirements, user stories, and journey mapping. - Substantial experience tracking and evaluating the return on investment of technology initiatives. - Familiarity with Citywide IT policies, NYC Cyber Command guidelines, and digital accessibility requirements. - Background in product management, project management, service design, operational analysis, or technology modernization. Civil Service Education and Experience Requirements: 1. Baccalaureate degree from an accredited college or university. 2. Associate degree from an accredited college along with two years of administrative, analytic, coordinative, supervisory, or liaison experience. 3. Four-year high school diploma with four years of the experience described above. 4. A satisfactory combination of education and experience equivalent to the above. SPECIAL REQUIREMENTS - A cover letter is required in addition to the resume. - New York City residency is generally required within 90 days of appointment. City employees with two continuous years of service may reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
