About This Position
ABOUT THE ROLE
The Department of Adult and Juvenile Detention (DAJD) is seeking a strategic executive to serve as Chief of Administration. Reporting to the Department Director, this role provides strategic leadership for HR, Finance, IT, Data and Analytics, Planning, and support functions. As a Senior Management Team member, the Chief partners with leadership to advance priorities, ensure fiscal stewardship, and improve operational effectiveness across the department's adult and juvenile detention facilities and community supervision programs.
KEY RESPONSIBILITIES
- Direct the Administrative Services Division, managing approximately 65 employees and a $106 million biennial division budget.
- Serve on the Senior Management Team, advising on strategic priorities, policy development, and operational improvements.
- Lead the development and implementation of business plans, executive priorities, and data-informed decision-making.
- Act as the primary liaison to the King County Council and Executive Office for legislative and budget inquiries.
- Provide executive oversight for HR and Finance functions, including a $450 million biennial operating budget.
- Direct technology strategy, investments, and IT resource management.
- Oversee administrative support functions including facilities, contracts, inmate commissary, records, and capital planning.
- Negotiate and administer contracts with vendors, governmental agencies, and municipalities.
- Represent the department before elected officials, community stakeholders, and labor organizations.
MINIMUM QUALIFICATIONS
- Bachelor's degree in public administration, public policy, economics, finance, business, statistical analysis, or a related field, or equivalent combination of education and experience.
- Minimum of five years of progressively responsible executive or senior leadership experience in strategy, operations, or budget management.
- Demonstrated experience leading enterprise-wide initiatives, preferably in criminal justice or the public sector.
- Advanced analytical skills to interpret complex operational, financial, and performance data.
- Experience directing multidisciplinary teams and cross-functional partners.
- Strong written and verbal communication skills for executive-level reporting and presentations.
- Experience analyzing public policy, legislation, or process improvement initiatives.
- Demonstrated ability to think strategically and evaluate emerging trends.
SPECIAL REQUIREMENTS
- Must successfully pass a thorough background investigation, including fingerprinting, criminal history check, and reference checks.
- Must reside in Washington state within a reasonable distance to the King County worksite.
- Must be willing and able to report to secured detention facilities in Seattle and Kent as needed.

EMPLOYMENT DETAILS
- Job Type: Appointed/Exempt (non-represented, at-will career service exempt position).
- Schedule: Full-time, 40 hours per week. Standard hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., with potential evening or weekend work. Exempt from FLSA overtime provisions.
- Location: Hybrid work model requiring both onsite work at the King County Courthouse in Seattle, WA, and remote work.
- Equipment: County-issued laptop provided; remote workspace with reliable internet required.
