About This Position

ABOUT THE ROLE The Portland Bureau of Transportation (PBOT) Maintenance Operations is seeking a Program Manager to plan, organize, evaluate, and manage all programs and sweeping routes for planned and unplanned maintenance, seasonal maintenance (including the Leaf Day program), and hazard elimination. This role requires an emphasis on equity analysis utilizing geospatial information systems to ensure program delivery is represented throughout each council district. The position leads unionized day and night teams in a dynamic, mission-critical environment focused on keeping Portland moving safely and efficiently. KEY RESPONSIBILITIES - Provide leadership for unionized day and night teams, fostering a workplace culture aligned with the City's core values of anti-racism, communication, collaboration, equity, transparency, and fiscal responsibility. - Plan, organize, evaluate, manage, and optimize maintenance and repair programs. - Develop section performance measures and use data to monitor outcomes and report on productivity goals. - Establish standards and best practices to monitor program performance against goals and objectives. - Develop annual work plans, prioritize work, assign resources, and manage program budgets. - Oversee procurement of equipment, parts, and supplies to support operational objectives. - Collaborate with internal and external stakeholders in a dynamic, team-based environment. - Sustain a culture of safety, organizational excellence, stewardship, and professionalism. MINIMUM QUALIFICATIONS 1. Experience providing leadership and change management to create a high-performance, service-oriented work environment, promoting safety, professionalism, and accountability. 2. Experience with the development, monitoring, and reporting of performance metrics and indicators focusing on customer service, quality assurance, and continuous process improvement. 3. Experience with asset management, analysis utilizing geospatial information systems, and project management (work planning, managing competing priorities, implementing standards, and ensuring delivery within budget). 4. Experience with effective written and oral communications, understanding the audience, and documenting successful completion of a wide range of assignments. 5. A valid driver's license and acceptable driving record. SPECIAL REQUIREMENTS - This is a manager/supervisor position required to report in person to the worksite full time. - Salary is determined based on the experience and education listed in the resume/application per the Oregon State Pay Equity Law. SELECTION PROCESS 1. Minimum Qualification Evaluation (Week of August 10, 2026): Evaluation of training and experience based on supplemental questions and resume, weighted 100%. 2. Establishment of Eligible List (Week of August 17, 2026): Candidates meeting minimum qualifications will be placed on an equally ranked eligible list. 3. Selection and Interview (Week of August 17, 2026): The hiring bureau will review and select candidates for interviews. 4. Offer of Employment (Week of September 7, 2026). 5. Start Date (Week of September 14, 2026): Determined after all conditions of employment are met.
