Transportation Planning Program Manager

ABOUT THE ROLE The Transportation Planning Program Manager leads the work that translates Charlotte's transportation policy and mobility needs into prioritized, fundable projects ready to enter preliminary design. Reporting directly to the Mobility Planning Division Manager, this role builds and leads a team of planners, sets analytical standards, and supports Charlotte Department of Transportation (CDOT) leadership in preparing prioritization and budget recommendations for City Council. KEY RESPONSIBILITIES - Lead programming and prioritization of transportation projects in the Capital Investment Plan (CIP) to support city policy goals. - Coordinate with various divisions to advance projects through the Define-Design-Deliver-Deploy lifecycle. - Develop and maintain program eligibility criteria and scoring methods for consistent prioritization decisions. - Oversee preparation of CIP budget process materials, program summaries, and prioritization recommendations. - Define the process of advancing projects from planning to preliminary design, including project purpose, scope, and tier assignment. - Build and maintain the analytical foundation for project screening, including network data, gap inventories, and safety performance data. - Develop and oversee Charlotte's transportation system performance framework and design before-and-after studies for completed CIP projects. - Apply GIS and transportation data tools to support planning analysis and corridor-level needs assessments. - Prepare and present program summaries and performance findings to internal leadership, partner agencies, and City Council. - Build, supervise, mentor, and evaluate a section of transportation planners. MINIMUM QUALIFICATIONS - Bachelor's Degree and seven years of relevant work experience. - OR Master's Degree with five years of relevant work experience. - OR an equivalent combination of education and relevant experience that provides the necessary knowledge, skills, and abilities. SPECIAL REQUIREMENTS - Preferred qualifications include a Bachelor's Degree in transportation planning, urban planning, public administration, civil engineering, or a related field. - Preferred: Certified Planner (AICP) or registered Professional Engineer (PE). - Preferred: At least three years of experience supervising, mentoring, or leading professional planning staff. - Preferred: Experience designing or conducting transportation performance monitoring, before-and-after studies, or multimodal needs assessment. - Preferred: Proficiency with GIS, transportation data tools, and data visualization platforms. - Physical requirements include sitting, standing, climbing, or walking for extended periods, light to moderate lifting, and adequate vision, hearing, and speech.
