About This Position
ABOUT THE ROLE
This position is located in the Department of Disability Services (DDS), Office of the Chief of Staff, DDS Operations Unit, DDA Business Operations. The unit is responsible for contract administration, provider relations, and sourcing new providers with for-profit and not-for-profit entities. The role involves overseeing the submission of requisitions, processing invoices for payment, and supervising Contract Administrators and Business Service Technicians to ensure efficient and compliant service delivery to persons with disabilities.
KEY RESPONSIBILITIES
- Supervise Contract Administrators and Business Service Technicians, assigning proposals, distributing work equitably, and evaluating performance.
- Oversee invoice payment processing, account reconciliation, requisitions, and purchase order management in compliance with the District’s Quick Payment Act (QPA).
- Resolve provider payment issues, including incorrect or incomplete invoices and insufficient funds.
- Perform contract administration on department contracts of one million dollars or more, partnering with the Office of Contracting and Procurement (OCP) to secure contracts and draft Statements of Work.
- Conduct annual and biannual Provider Performance Evaluations, analyzing data and recommending actions for improvement or contract termination.
- Train and orient staff in provider relations, contract administration, and the use of the District’s automated invoice system.
- Collaborate with OCP and the Chief Financial Officer (OCFO) to ensure compliance with Federal and District fiscal regulations.
- Monitor and reroute problematic invoices, providing monthly briefings on invoices not processed within QPA timelines.
- Provide technical support for vendor registration in the District’s Integrated Financial System (DIFS) and maintain provider W-9 forms.
- Develop and maintain regular and ad hoc reports, including Invoice Status, Contract Renewals, Requisitions, Purchase Orders, and End of Year Accruals.
- Manage subordinate staff duties, including establishing work standards, conducting interviews, approving leave, and reviewing payroll or overtime requests.
MINIMUM QUALIFICATIONS
- One year of specialized experience at the next lower grade level, or seven to eight years of related work experience equipping the applicant with the knowledge, skills, and abilities to perform the duties.
- Education: A 4-year course of study leading to a bachelor's degree with a major in any field; OR at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- An equivalent combination of education and experience will be considered.
SPECIAL REQUIREMENTS
- Must meet the qualification requirements by the closing date to be eligible.
- Subject to enhanced suitability screening, which may include a criminal background check, traffic record check, consumer credit check, and mandatory drug and alcohol test.
- Work schedule requires four days a week in the office.
- Comprehensive knowledge of District contracting and procurement rules, payment methods, and Federal/District regulations regarding services to people with disabilities.
- Proficiency in the District of Columbia’s business intelligence systems (e.g., Ariba, DIFS).
- Strong attention to detail, analytical, problem-solving, and interpersonal skills.
