About This Position
ABOUT THE ROLE
Located in the District Department of Transportation (DDOT), Infrastructure Project Management Administration (IPMA), this position serves as the Program Manager for the Bridge Program, overseeing complex multimillion-dollar and mega-projects. The role involves planning, designing, and executing bridge projects, asset management, preventive maintenance, and program operations. It requires providing supervision and leadership to a multi-disciplinary team of civil and structural engineers and technicians to ensure compliance with local and federal regulations.
KEY RESPONSIBILITIES
- Serve as Program Manager for the Project Management Support Division
- Review, analyze, and recommend approval or disapproval of new or revised design policies, practices, and procedures
- Review complex transportation design programs for conformity to District standards, policies, and objectives
- Monitor and advise Infrastructure Project Management Teams (IPMTs) to ensure uniform policies and established standards are followed
- Provide expert technical guidance to the agency and others on citywide and regional programs
- Guide IPMT regarding design programs and construction schedules, considering economics, route location, traffic behavior, and vehicle characteristics
- Direct and oversee division engineers in reviewing IPMT work for technical soundness, quality assurance, completeness, and adherence to schedules and standards
MINIMUM QUALIFICATIONS
1. Degree in Engineering: A bachelor's degree in a school of engineering with at least one program accredited by ABET; OR a program including differential and integral calculus and advanced courses in five of seven areas of engineering science or physics (statics/dynamics, strength of materials, fluid mechanics/hydraulics, thermodynamics, electrical fields/circuits, nature/properties of materials, or comparable area).
2. OR Combination of education and experience: College-level education, training, and/or technical experience furnishing thorough knowledge of physical and mathematical sciences underlying engineering, and a good theoretical and practical understanding of engineering sciences and their applications.
3. Specialized Experience: Experience equivalent to at least the next lower grade level, equipping the applicant with the knowledge, skills, and abilities to perform the duties successfully.
4. Preferred Experience: Demonstrated experience with project delivery of bridge mega-projects, asset management, preventive maintenance, and mastery knowledge of professional civil engineering principles, standards, codes, and regulations used in transportation engineering.
SPECIAL REQUIREMENTS
- Professional Engineer (PE) license required and must be maintained. Out-of-jurisdiction PE license holders must apply for a DC PE license within 90 days of hire and receive it within 12 months or face termination.
- Valid driver's license required and must be maintained.
- Enhanced suitability screening required, including criminal background checks, consumer credit checks, and traffic record checks, plus periodic criminal background checks.
- Emergency Designation: Subject to 24/7 call-in for crucial duties (e.g., snow/debris removal, transportation, shelter operation), including rotating shifts, evenings, nights, weekends, and holidays.
- Residency Requirement: Must establish and maintain residency in the District of Columbia within 180 days of appointment, as the salary exceeds $150,000.
