About This Position

ABOUT THE ROLE The Assistant Director serves as a senior financial leader for the Houston Airport System (HAS), reporting to the Chief Financial Officer. This role oversees long-range financial forecasting, liquidity, fund management, strategy, compliance, and coordination of funding mechanisms supporting HAS's Capital Improvement Program (CIP). It ensures financial sustainability and compliance with FAA regulations, grant assurances, airline agreements, bond covenants, and City of Houston financial policies. KEY RESPONSIBILITIES - Develop and maintain mid and long-range financial forecasts supporting operating and capital programs. - Oversee liquidity planning, fund balance management, and cash flow forecasting. - Evaluate funding capacity and financial impacts of operational, capital, or airline agreement changes. - Provide financial modeling and scenario analysis for executive decision-making. - Support the CFO in developing and executing financing plans for the Capital Improvement Plan. - Manage external rating agency information requests and coordinate with financial advisors, bond counsel, and the City Finance Department. - Analyze financial impacts of debt issuances, refinancing, and alternative funding strategies. - Provide actionable financial insights to executive leadership and present forecasts to internal leadership, airlines, and governing bodies. MINIMUM QUALIFICATIONS - Bachelor's degree in Business Administration, Public Administration, or a closely related field. - Seven years of administrative experience, with at least three years in a managerial capacity. - A Master's degree may be substituted for two years of experience. - No specific license requirements. SPECIAL REQUIREMENTS - Preference given to candidates with experience in airport, aviation, or transportation finance. - Direct experience managing Passenger Facility Charges (PFCs) and FAA regulatory compliance. - Expertise in municipal debt financing and supporting capital financing programs or bond issuances. - Advanced financial modeling and forecasting expertise. - Professional finance certifications (e.g., CPA, CFA, CGFM). - Veteran preference applies in accordance with Executive Order 1-6.
