About This Position
ABOUT THE ROLE
The New York City Department of Health and Mental Hygiene (DOHMH) is seeking an exceptional, highly motivated, and experienced professional with extensive knowledge of personnel administration to serve as Executive Director of the Bureau of Human Resources and Labor Relations. Reporting to the Assistant Commissioner, the successful candidate will oversee daily operations, align HR objectives with agency priorities, and provide strategic leadership in a fast-paced environment to support the agency's 7,000-plus team members.
KEY RESPONSIBILITIES
- Oversee daily operations and executive administration of the Bureau of Human Resources and Labor Relations.
- Support short- and long-term personnel goals through research, analysis, and alignment with agency priorities.
- Develop, update, and enforce agency-wide HR policies, procedures, and guidelines.
- Provide leadership, guidance, and career development opportunities to Senior Directors and HR staff.
- Advise the Assistant Commissioner on personnel issues, special projects, and complex HR challenges.
- Provide strategic direction for talent acquisition, staffing, compliance, contracts, compensation, benefits, training, records management, succession planning, employee relations, EEO compliance, and labor relations.
- Collaborate with NYC oversight entities and union leadership to strengthen relationships.
- Monitor HR operations by tracking trends, setting performance metrics, and evaluating recruitment, training, and disciplinary processes.
- Provide HR support to executive leadership and develop customer service strategies to foster cross-divisional collaboration.
MINIMUM QUALIFICATIONS
1. A master's degree from an accredited college in business or public administration, economics, labor or industrial relations, statistics, or a closely related field, plus four years of satisfactory full-time professional experience in labor research and analysis, employee benefit design and evaluation, compensation analysis, labor economics, or economic planning. At least 18 months of this experience must be in an executive, managerial, administrative, or supervisory capacity supervising professional staff in these areas; or
2. A baccalaureate degree from an accredited college and five years of professional experience, including the 18 months of executive, managerial, administrative, or supervisory experience described above; or
3. Education and/or experience equivalent to option 1 or 2. However, all candidates must possess a baccalaureate degree and the 18 months of executive, managerial, administrative, or supervisory experience.
Note: This position is also open to candidates who are permanent in the civil service title of Administrative Labor Relations Specialist III (82994), Administrative Contract Specialist III (10095), or Administrative Community Relations Specialist III (10022).
SPECIAL REQUIREMENTS
- New York City residency is generally required within 90 days of appointment (exceptions may apply for City employees with 2 continuous years of service).
