About This Position
ABOUT THE ROLE
Under the executive direction of the Town Manager, this role administers, plans, supervises, and manages the activities of the Fire Department. The position is responsible for fire protection, emergency medical services, rescue, hazardous materials, and disaster management. It provides highly responsible, complex administrative support to Town management staff and the Town Council, exercising considerable latitude for discretion and judgment.
KEY RESPONSIBILITIES
- Provide effective, professional leadership to meet the community's current and future needs.
- Develop, administer, and monitor the department budget, controlling expenses and forecasting future needs.
- Oversee the purchase, maintenance, and inventory control of all fire department facilities, apparatus, tools, and equipment.
- Develop and implement mutual aid agreements, standard training, operating guidelines, and emergency response protocols.
- Respond to emergency calls to provide fire protection, emergency medical treatment, rescue, and hazardous materials incident mitigation.
- Serve as director of emergency management for the town and maintain positive relations with civic and community groups.
- Plan, organize, direct, and control emergency scene activities, providing strategic and tactical direction.
- Supervise the enforcement of fire prevention laws and public fire safety education programs.
- Initiate and advise on fire code ordinances; review and authorize Fire Marshal code compliance activities.
- Select, train, coach, guide, and motivate personnel and volunteer staff; make decisions on promotions, demotions, and disciplinary actions.
- Appear before the public and news media to explain emergency response operations or activities.
MINIMUM QUALIFICATIONS
- Bachelor's degree in business administration, public administration, fire science, or a closely related field.
- Ten years of experience with five years of increasing responsibility in a command and/or supervisory role in an organized fire department, including managerial and administrative work with an emphasis on budget development.
- Equivalent combination of education, training, and experience providing the requisite knowledge, skills, and abilities may be considered.
- Strong ability to define problems, collect data, establish facts, and draw valid conclusions.
- Ability to perform mathematical operations including addition, subtraction, multiplication, division, decimals, percentages, and fractions.
- Proficiency in Microsoft Office Suite and Microsoft Outlook.
SPECIAL REQUIREMENTS
- Must have and maintain a valid Arizona Driver's License.
- Preferred qualifications include a Master's degree, National Fire Academy Executive Fire Officer Certification, Certified Fire Officer/Executive Fire Officer certification, and Hazardous Materials First Responder Certification (40-hours).
- Requires a high level of interpersonal skills to handle sensitive and confidential situations while maintaining a calm, non-defensive attitude.
- Ability to quickly learn the geography of the Town of Florence and surrounding areas, including street systems, hydrant locations, and hazardous material sites.
