Director, EEO Investigations

ABOUT THE ROLE The New York City Police Department (NYPD) Office of Equal Employment Opportunity (OEEO) is seeking an Executive Agency Counsel to serve as the Director of EEO Investigations. This role provides executive leadership, legal guidance, and operational oversight for the EEO Investigations Team. The Director ensures that allegations of employment discrimination, harassment, retaliation, and related workplace misconduct are investigated promptly, thoroughly, and impartially in accordance with federal, state, and local laws. The position reports directly to the Executive Director of the OEEO and is responsible for maintaining a safe, fair, and respectful workforce through rigorous investigative standards and policy compliance. KEY RESPONSIBILITIES - Provide executive supervision, guidance, mentoring, and performance management to EEO Investigations Team Leads and staff. - Direct and oversee all EEO investigations from intake through final disposition, ensuring timely completion. - Review investigative reports, findings, and recommendations for legal sufficiency, consistency, accuracy, and quality before submission to executive leadership. - Advise the Executive Director and Department executives on significant EEO matters, complex discrimination issues, and investigative findings. - Implement investigative policies, procedures, quality assurance standards, internal controls, and best practices to ensure program consistency. - Monitor investigative caseloads, workflow, staffing, productivity, and performance metrics; allocate resources to support timely case resolution. - Conduct quality assurance reviews and audits of investigative files to ensure compliance with Department policy. - Identify complaint trends, recurring issues, and organizational risks; recommend policy, operational, and procedural improvements. - Prepare executive reports, statistical analyses, management briefings, and other materials regarding investigative operations. - Coordinate with Department executives and stakeholders concerning significant or sensitive investigations. - Ensure compliance with applicable federal, state, and local EEO laws, rules, regulations, and Department policies. - Represent the Division at Department executive meetings and external meetings with city, state, and federal agencies as directed. MINIMUM QUALIFICATIONS - Admission to the New York State Bar. - Four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar. - Eighteen months of the required experience must have been in the supervision of other attorneys, in an administrative, managerial, or executive capacity, or performing highly complex and significant legal work. - Incumbents must remain Members of the New York State Bar in good standing for the duration of employment. PREFERRED SKILLS AND EXPERIENCE - Five or more years of EEO investigative and decision-making experience, specifically in conducting workplace EEO investigations. - Significant litigation experience in constitutional and criminal issues. - Familiarity with NYPD policies and operations. - Knowledge of legal strategies and methodologies. - Outstanding written and verbal communication skills. - High degree of sound judgment, discretion, initiative, and analytical skills when handling sensitive and complex matters. SPECIAL REQUIREMENTS - Must be an attorney licensed to practice law in the State of New York. - Must verify identity and eligibility to work in the United States upon hire. - NYC residency is not required for this position.
