ABOUT THE ROLE The NYC Department of Environmental Protection (DEP) Bureau of Wastewater Treatment (BWT) is seeking a Section Chief of Construction Management North. This leadership role involves planning, directing, and evaluating the performance of staff engineers, project managers, and construction project managers. The Section Chief will oversee the supervision of construction work for the repair, modification, and improvement of structural, mechanical, and electrical components at BWT facilities, including 14 wastewater resource recovery facilities and various collection facilities. The role manages an annual consultant contract budget of $15 million and an annual capital construction budget of approximately $100 million. The selected candidate may also assume the duties of the Division Chief in their absence. IMPORTANT ELIGIBILITY NOTE: Only candidates currently serving as a permanent or probable permanent (probationary) Administrative Construction Project Manager will be considered. KEY RESPONSIBILITIES - Plan and direct staff workload to ensure 95% of projects are completed by the original planned completion date. - Allocate resources for highly complex and critical construction work. - Review construction specifications, drawings, and schedules. - Support predesigned construction projects from the Bureau Engineering Program using DEP staff and consultants. - Direct staff to notify concerned parties on the status of high-priority projects. - Oversee emergency work to ensure 100% execution in an expedited manner; assign tasks and maintain communication until completion. - Manage the section's overtime budget, ensuring spending stays within guidelines and caps are not exceeded. MINIMUM QUALIFICATIONS Candidates must have at least six years of full-time satisfactory experience in construction management work on capital projects (each valued at least $300,000), with at least 18 months in a managerial or consultative capacity. Additionally, candidates must have a combination of education and experience totaling ten years, calculated as follows: 1. Experience: Full-time satisfactory experience in construction inspection on capital projects (valued at least $300,000). One year of credit per year of experience, up to a maximum of four years. 2. Trade Experience: Full-time satisfactory experience as a journeyperson in skilled building construction trades. One year of credit per year of experience, up to a maximum of four years. 3. Education: A bachelor’s degree in architecture, landscape architecture, air pollution control, chemical, civil (including structural/bridge), electrical, mechanical, or sanitary engineering. Credit is 30 semester credits for one year of experience, up to a maximum of four years. 4. License Substitution: A New York State license as a Professional Engineer or Registered Architect (or reciprocal state license) may substitute for the four years of education/experience described above. However, the minimum six years of construction management experience (including 18 months managerial) is still required. SPECIAL REQUIREMENTS - Current Status: Must currently be a permanent or probable permanent (probationary) Administrative Construction Project Manager. - Driver’s License: Possession of a valid New York State Motor Vehicle Driver License is required and must be maintained during employment. - Preferred Skills: - Familiarity with sewage treatment and collection facilities, equipment, and processes. - Experience in supervising, delegating, training, responding to emergencies, writing specifications, and implementing policies. - Ability to represent the work unit, coordinate with other organizations, plan goals, identify resources, SELECTION PROCESS Exam May Be Required.
