About This Position
About the Role:
The City of Virginia Beach is seeking a highly qualified Behavioral Health Clinical Oversight Specialist to serve as a senior Clinician and Team Leader within the Behavioral Health Case Management Unit. The role involves overseeing clinical operations, providing direct clinical services to adults with serious mental health and/or substance use disorders, and ensuring quality care in a supportive environment.
Key Responsibilities:
- Serve as a senior Clinician and Team Leader with the Behavioral Health Case Management unit.
- Perform assessments, treatment planning, clinical interventions, consultation, and authorization of treatment.
- Foster a learning environment for Clinicians, ensuring appropriate training and providing supervision to QMHP-Trainees.
- Assure staff receives appropriate training, ongoing supervision, and monitoring of documentation and billing information.
- Lead a program dedicated to providing quality clinical services to adults with mental health, substance abuse, and co-occurring disorders.
- Facilitate a multi-disciplinary staff treatment team.
- Perform quality assurance functions and review or authorize the medical necessity of services for clients.
- Provide clinical oversight to Behavioral Health Case Managers and consult with the Case Management Supervisor.
- Assist with ensuring compliance with all DBHDS Licensure, Medicaid, and CARF requirements.
- Review data related to productivity and make recommendations for training or other needed staff direction.
- Provide guidance and leadership to team members providing case management services for consumers in the community, in jail, or recently released from the hospital.
Minimum Qualifications:
- A four-year degree in a human services field (such as psychology, behavioral or mental health, special education, or social work) and seven years of experience utilizing the required knowledge, skills, and abilities associated with positions such as clinician, therapist, counselor, social worker, psychologist, or psychiatric nurse.
- OR experience equivalent to eleven years in fields utilizing the required knowledge, skills, and abilities associated with these positions.
Special Requirements:
- Must have Professional Licensure with the Virginia Board of Counseling as a Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), or Licensed Clinical Psychologist (LCP).
- Must have, or obtain, a current and valid DMV driver's license.
- Must submit a DMV transcript.
- Must pass a CPS (Child Protective Services) check.
- May be expected to work hours in excess of normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

- Hiring Bonus: $4,000 total for eligible new hires ($1,000 in the first paycheck, $1,250 after the six-month interim evaluation, and $1,750 after the one-year probationary period, all requiring a Meets Expectations rating).
