About This Position

About the Role: The City of St. Louis Neighborhood Stabilization Division is seeking a Neighborhood Development Executive to lead the Neighborhood Stabilization Team and Citizen's Service Bureau. This executive-level position focuses on data-driven decision-making, customer-focused service delivery, operational accountability, and public safety alignment to improve neighborhood quality of life and community stabilization. Key Responsibilities: - Oversee operations of the Neighborhood Stabilization Team and Citizen's Service Bureau to ensure efficient service delivery. - Lead the development and implementation of a modern customer service model to improve responsiveness and transparency. - Use data, performance metrics, and service trends to identify neighborhood conditions and prioritize interventions. - Develop strategies connecting neighborhood stabilization to broader public safety outcomes, including nuisance reduction. - Establish clear operational goals, performance standards, and accountability measures for staff. - Build and maintain strong working relationships with elected officials, community stakeholders, and external partners. - Coordinate City services and interdepartmental responses related to neighborhood conditions and nuisance issues. - Lead organizational change by evaluating existing processes and implementing innovative practices. - Prepare, manage, and monitor the annual budget to ensure responsible fiscal stewardship. - Oversee ward assignments, field deployment strategies, and staff performance. - Represent the department at public forums, task forces, and intergovernmental discussions. - Develop reports, dashboards, and executive-level recommendations to support informed decision-making. Minimum Qualifications: 1. Education: A Bachelor's degree in Business or Public Administration or a related field. 2. Experience: Four years of managerial experience in neighborhood stabilization, improvement, and effective community problem solving, including supervising subordinate staff. An equivalent combination of education, training, and experience may be considered. 3. Knowledge: Very strong working knowledge of City and State ordinances and regulations pertaining to neighborhood physical and behavioral nuisance issues. 4. License: Must possess and maintain a valid driver's license while employed by the City of St. Louis. Special Requirements: - Skills: Executive leadership, data-driven decision-making, customer service transformation, public safety strategy, human resource leadership, operational management, strategic collaboration, budget management, and innovation. - Physical Requirements: Sedentary to light physical work, including extended periods at a keyboard and occasional lifting of 5 to 10 pounds. May require operating a motor vehicle. - Environmental Factors: Work is generally performed in an office environment but may require attendance at community meetings, field visits, and interaction with individuals expressing frustration with City services. - Preference Points: City residents receive a 5-point preference (must reside in the city for at least 1 year at the time of filing). Veterans may receive preference points by submitting a DD 214. - Scoring: Experience and Training account for 100% of the scoring components. Selection Process: 1. Application Review: Evaluation of experience and training, which accounts for 100% of the scoring weight. 2. Background Investigation: Must pass a background check (Pass/Fail). 3.
