About this role

ABOUT THE ROLE The NYC Department of Design and Construction, Division of Public Buildings, seeks a Facility MEP Assessor to conduct mechanical, electrical, and plumbing condition assessments in City-owned buildings. The role involves assessing building performance, outlining problem areas, recording existing conditions, providing code and energy analysis, and preparing facility assessment reports for sponsor budget planning purposes. KEY RESPONSIBILITIES - Conduct mechanical, electrical, and plumbing condition assessments in City-owned buildings. - Assess and evaluate building performance including energy usage, HVAC equipment, fire protection components, code compliance, sustainability, and resiliency. - Outline immediate and potential problem areas to inform decisions and set priorities. - Record existing conditions and provide code, local laws, and energy analysis. - Prepare facility assessment reports suitable for sponsor budget planning purposes. MINIMUM QUALIFICATIONS 1. A four-year high school diploma or equivalent and five years of full-time satisfactory experience managing and/or inspecting construction projects with a total cost of at least $300,000 for each of the five years; or 2. One year of the experience described in item 1 and a baccalaureate degree in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management from an accredited college; or 3. One year of the experience described in item 1 and a valid license as a professional engineer, registered architect, or registered landscape architect issued by a qualified US state or territory board; or 4. A four-year high school diploma or equivalent, and a combination of at least two years of experience as described in item 1 and education as described in item 2 to equal a total of five years. Matriculation in an undergraduate college degree program may substitute for experience (30 semester credits for one year, up to three years). Note: Candidates must specify project description, time period, type of work, and money allotted for each project. 5. For Assignment Level II: One additional year of satisfactory full-time experience in Level I or as described in item 1. 6. For Assignment Level III: Two additional years of satisfactory full-time experience in Level I and II, or two additional years as described in item 1, plus a valid NYS driver's license maintained throughout employment. SPECIAL REQUIREMENTS - Civil Service Eligibility: Must include a copy of Notice of Results, Proof of Filing, or indicate permanent status or being on the open-competitive Construction Project Manager exam (Exam Nos. 3042 or 5058). - Work Authorization: Must be authorized to work full-time in the U.S. DDC cannot support or sponsor any visa applications or extensions (including OPT/STEM, H-1B, F-1, permanent residence, etc.). - Education Verification: Credentials must be from a U.S. Department of Education-recognized accredited institution. Foreign credentials require independent equivalency verification. - Driver License: Valid NYS motor vehicle driver license required at appointment and maintained throughout employment. Moving violations, suspensions, or accidents may disqualify. - Preferred Skills: Thorough understanding of building construction methods, materials, and systems (especially 19th and 20th century buildings). Expertise in forensic diagnosis of deterioration, distress, and failure. Up-to-date understanding of construction and material costs. At least 3 years of prior relevant field inspection experience. Physical ability to conduct site visits (stairs, catwalks, ladders, rooftops, basements, confined spaces).
