About the Role
This full-time, permanent position with the City of St. Louis Department of Personnel is located in Downtown St. Louis, MO. The role is responsible for planning, organizing, directing, and controlling the daily activities of the Human Resources Information System (HRIS) and Records Management section, as well as supervising subordinate staff. The incumbent functions as the primary Custodian of Records for the Department of Personnel.
Key Responsibilities
- Plan, organize, coordinate, and control work unit operations to establish priorities and ensure program objectives are met.
- Function as the primary Custodian of Records for the Department of Personnel.
- Determine staff, material, and equipment needs and contribute to budgetary requests.
- Determine performance evaluation standards and serve as the first rater for subordinate staff.
- Develop and implement operational plans, policies, and procedures to improve effectiveness.
- Manage day-to-day operations of the HRIS and Records Management Section and supervise assigned staff.
- Design efficient workflow processes for the HRIS area and establish protocols for employee record changes.
- Partner with the Information Technology Services Agency to ensure HR systems comply with data protection laws.
- Oversee yearly and quarterly audits, generate reports and analytics, and oversee new HRIS module implementations.
- Monitor compliance with labor laws, data privacy regulations, and manage HRIS-related help requests and system tickets.
Minimum Qualifications
- A Bachelor's degree in Human Resources, Business or Public Administration, or a directly related field; plus five years of professional Human Resources experience in payroll processing and data management.
- OR an equivalent combination of education, training, and experience.
- Qualifying experience must include at least two years supporting Oracle/HCM (Human Capital Management) or similar ERP (Enterprise Resource Planning) systems.
Special Requirements
- Oracle/HCM experience is highly preferred.
- Must pass a Background Investigation (Pass/Fail).
- Must pass a Medical Examination (Pass/Fail).
- Must submit documentation of academic credentials upon request.
- City residents who have resided in the City for at least one year at the time of filing receive a 5-point preference on the exam, plus an additional 1 point if receiving other preference.
- Veterans must submit a DD 214 or alternate documentation to be eligible for preference points.
Selection Process
1. Experience and Training Evaluation: Accounts for 100 percent of the scoring components.
2. Background Investigation: Pass/Fail assessment.
3. Medical Examination: Pass/Fail assessment.
