
Leadership Perspectives: Fatigue, Staffing, and the Decisions That Follow
In public safety, most poor decisions don’t stem from bad intentions.
They begin with fatigue.
My small department had been understaffed for over a month, and my officers willingly put in extra hours- working days off and overtime- to cover the gaps. I’m grateful for their dedication. Still, it was starting to impact performance.
A fatigued officer, a shift running short, and a supervisor bearing more responsibility than they should- none of these seem critical on their own. But when combined and sustained over time, they begin to influence how decisions are made.
In this profession, the quality of our decisions is everything.
I made the call that needed to be made. First, I approached our local sheriff’s office to explain our staffing shortage. They were already aware and agreed to provide assistance where possible. Next, I went to our city council- not with a plea, but with a demand. We would shift to operating as a part-time agency, working ten-hour days until new officers were trained.
Initially, the council balked at the idea- until I brought up liability.
Fatigue Alters How People Think
Fatigue doesn’t just slow people down- it narrows judgment.
Reaction times lengthen. Patience wears thin. The ability to assess a situation clearly diminishes. What ought to be a measured response turns into a hasty one. What should be a conversation becomes a command.
Most people don’t notice the change in themselves. They assume they’re functioning as usual.
They’re not.
And when that shift happens across an entire shift or department, it doesn’t stay contained. It changes the tone of the work.
Staffing Levels Are a Leadership Decision
Staffing is often treated as a numbers problem.
It isn’t.
It’s a leadership issue, because every staffing decision carries operational consequences.
Running short may keep a budget intact in the moment. But it places a cost somewhere else:
Longer response times
Increased workload per officer
Less recovery time between calls
Higher likelihood of mistakes
Over time, those costs compound.
The organization may continue to function—but it won’t function the same way.
The Compounding Effect No One Sees
Fatigue and staffing don’t just affect a single shift. They stack.
One long week turns into two. One short shift becomes a pattern. People start carrying fatigue from one day into the next.
That’s where decision quality begins to erode in ways that aren’t immediately visible:
Situational awareness drops
Communication becomes shorter, less clear
Small issues escalate faster than they should
Nothing in that list triggers an immediate report.
But every one of them increases risk.
Pressure Doesn’t Create Problems- It Exposes Them
In a critical incident, leaders often look for what went wrong in the moment.
More often than not, the issue started earlier.
Fatigue that wasn’t addressed. Staffing levels that were stretched too thin.
Supervisors carrying too much responsibility for too long.
Pressure doesn’t create those problems. It reveals them. By the time they’re visible, they’ve already been in place.
Managing Fatigue Is a Leadership Responsibility
Fatigue is often treated as an individual issue- something officers are expected to manage on their own.
That approach only goes so far.
At some point, fatigue becomes a system issue:
How shifts are structured
How overtime is distributed
How recovery time is protected
How supervisors monitor their people
Leaders who think in systems don’t ignore fatigue because it’s difficult to measure. They address it because they understand what happens when it isn’t.
Decision Quality Is the Standard That Matters
In public safety, everything comes back to decisions. Not just whether they’re made- but how they’re made.
Clear thinking. Sound judgment. The ability to assess a situation without rushing or overreacting. Those aren’t just personal traits. They’re conditions. And those conditions are shaped by leadership.
When fatigue is high and staffing is stretched, decision quality will follow.
It always does.
What Strong Leaders Pay Attention To
The strongest leaders don’t just track staffing numbers or shift coverage.
They watch for what those numbers are doing to their people.
They pay attention to:
Patterns of fatigue, not just isolated complaints
Changes in tone, communication, and patience
Early signs that decision-making is becoming reactive instead of measured
They act before it becomes a problem someone else has to explain.
What This Comes Down To
You can’t remove pressure from public safety.
But you can decide how much additional strain your system carries before it reaches the point of failure.
Fatigue. Staffing. Decision quality. They are not separate issues. They are the same issue, seen from different angles. And the leaders who understand that don’t just keep operations moving.
They protect the people making the decisions—and the public those decisions affect.
