The COVID EIDL Problem Is Much Bigger Than Our Small Business

Recently, I wrote about our small business’s experience with a COVID Economic Injury Disaster Loan. I explained how we borrowed money during one of the most uncertain economic periods of our lifetimes, how interest began accumulating before our first payment was due, and how- after years of faithfully making payments- we still owe more than we originally borrowed.

After writing that article, I started wondering about something. How many other small businesses are in the same situation? So I started looking at the numbers. What I discovered made our individual experience seem like one very small part of an extraordinarily large story.

During the COVID-19 pandemic, approximately four million small businesses and nonprofit organizations received Economic Injury Disaster Loans from the U.S. Small Business Administration. Altogether, the federal government lent nearly $390 billion through the COVID EIDL program. Think about that number for a moment. $390 billion.

These weren’t primarily grants. They were loans. And behind those loans were millions of small businesses; restaurants, contractors, family-owned stores, consultants, manufacturers, service businesses and countless other enterprises, that were trying to survive an economic catastrophe they didn’t create.

For many of us, the EIDL program did exactly what it was intended to do. It helped us survive. But surviving the pandemic and surviving the loan may turn out to be two different things. Our experience raises a question that I believe deserves much more attention:

What has happened to those four million borrowers? How many are still making payments? How many owe as much as, or more than, they originally borrowed? How much of their monthly payment is going toward interest rather than principal?

How many have needed hardship accommodations? How many have become delinquent? How many loans have already been charged off? And perhaps most importantly: How many otherwise viable small businesses are now carrying COVID-era federal debt that could remain with them for decades?

This isn’t simply a story about borrowers who don’t want to repay money they borrowed. Most small-business owners I know understand what a loan is. We signed documents. We accepted the money. We have an obligation to repay it. But there is another side to this story.

The federal government encouraged small businesses to use EIDL loans as an economic lifeline during an unprecedented national emergency. Businesses were closed or restricted through no fault of their own. Revenue disappeared almost overnight. Owners were trying to save employees’ jobs, keep paying rent and utilities, and prevent businesses they had spent lifetimes building from disappearing.

The government offered them a bridge.Now we need to ask whether, for some businesses, that bridge has become an anchor. Our business is only one of millions. That is why I believe Congress, the SBA, small-business organizations, economists and journalists need to take another serious look at the long-term consequences of the COVID EIDL program.

We should know how much principal remains outstanding. We should know how much interest has accumulated. We should know how many businesses are delinquent or in hardship programs. And we should understand what these loans are doing to the smallest businesses in America. Because $390 billion isn’t merely a number on a government spreadsheet.

Behind every one of those loans is, or was, a business. Behind many of those businesses is a family. And behind those families are employees, customers and communities that depend upon small businesses continuing to survive. COVID may be behind us. The economic injury may not be.

Associate Housing Planner
City of McMinnville

ABOUT THE ROLE The City of McMinnville is hiring an Associate Housing Planner to perform advanced work in city planning, including current and long-range planning, developing land use ordinances and comprehensive plans, review of development proposals, and implementation of land use and related policies. This journey-level position involves investigating, analyzing, and developing reports and recommendations pertaining to zoning and land use planning. KEY RESPONSIBILITIES - Conduct and manage housing planning initiatives, comprehensive planning projects, periodic review, and housing capacity analysis. - Serve as lead staff for the Affordable Housing Committee and administer the Affordable Housing Construction Excise Tax program and Fund. - Conduct research, gather and interpret data, prepare reports, and maintain housing and planning databases. - Evaluate land use applications and site plans for compliance with local, state, and Federal laws. - Act as project manager for assigned land use applications through the approval process. - Provide customer service by checking zoning regulations, conducting on-site inspections, and providing information to the public and professionals. - Provide staff support to the Planning Commission and various other commissions and committees. - Write and administer grants for housing planning projects. - Make presentations to the City Council, citizen groups, and committees. MINIMUM QUALIFICATIONS - Any equivalent combination of education and experience providing the required knowledge, skills, and abilities. - A typical way to qualify is a master's degree in urban planning, landscape architecture, or a related field AND at least 2 years of experience as a professional land use planner for a government or private entity, or closely related experience. - Knowledge of data gathering, research techniques, citizen survey tools, land use policy formulation, and planning applications for land use theory, urban design, economics, and land use law. - Ability to use advanced math tools, conduct on-site inspections, analyze data, speak publicly, and draft ordinances and resolutions. SPECIAL REQUIREMENTS - Preferred qualifications include Certification in the American Institute of Certified Planners (AICP). - Preferred experience in current planning, comprehensive planning, urban design issues, and GIS/graphic skills. - Applicants with GIS experience may be assigned GIS-related responsibilities such as developing and maintaining ArcGIS Online map services and researching GIS data. - Must possess a regular ability to use dexterity and fine motor skills and continuous use of office equipment. - Position requires some responsibility for driving.
